Five Year Strategic Plan Update
SECTION PLANS
YOUTH PLAN
The Youth Investment Council, WIB members and WIB staff have prepared
a vision for the best way to serve the youth of Atlantic and Cape
May Counties as identified by the WIA. The attached Youth Plan
(Attachment E) was approved by the YIC and the WIB and is the result
of an exhaustive process and analysis. One component of the process
involved the hiring of a consultant who worked diligently to identify
and locate eligible youth. A report containing the results of this
research was submitted to the YIC and utilized in writing the Youth
Plan. Meanwhile, during the same time period, the YIC conducted
a "Youth Resource Survey" for the purpose of determining
what services are currently available to youth and what gaps exist.
The Plan highlights efforts than can be undertaken to bridge these
gaps. An ongoing task is the conducting of focus groups with the
various organizations that encompass the youth services network.
The participants comprise employers, parents, youth, and providers,
including educators. It is expectantly evident that a great deal
of time and effort were put into not only writing a detailed and
visionary Youth Plan but also in the process of accumulating the
data and ascertaining what is in place and what holes need to be

LITERACY PLAN
A framework for proceeding to address the workforce literacy needs
of Atlantic and Cape May Counties has been shaped by the WIB and
its Literacy Committee with support from an outside consultant.
The approved Adult Literacy Plan (Attachment F) is congruent with
and complements the WIB's defined objectives for dealing with literacy
issues. During the course of developing this Plan, it was discovered
that coordination of Adult Literacy programs in the bi-county area
was lacking. A comprehensive survey of the system also revealed
that several areas in the two Counties are wanting for or have
access to minimal Literacy resources. The Plan encourages a collaborative
approach toward coordination of Literacy services. True, there
is more planning work to be done and resources to be found. But
with the relevant experience of the Literacy Committee leading
the way and the attached Plan as a guide, the Atlantic Cape May
WIB truly believes an improvement in the current system is close

DISABILITY COMMITTEE
The Disability Committee was formed in 2001 to plan, coordinate
and implement opportunities for the disabled as they utilize the
One-Stop System. The Board has recently redoubled its efforts in
this area and directed increased attention toward recognizing the
particular concerns and demands of the disabled community in the
two Counties. As a result, the WIB has pledged to develop and support
a collaborative effort around new legislation that will present
itself in the near future. This effort will be guided by a Disabled
Services Plan, which will be drafted in the near future. Also,
the Committee will continue to debate the effect of new legislation
and also discuss whether or not the Atlantic Cape May WIB should
support the idea of becoming an Employment Network as created in
the Social Security Administration's Ticket To Work program.
